Commissioner of Customs before leaving or ExExiƒxg entering the harbour of Hongkong under threat of confiscation if found, without such permission, in what are said to be Chinese waters. This, I consider, to be an important question
but I shall not, for the present, make any further comment upon it, beyond asking Your Excellency to enquire whether the Chinese Authorities are aware of such demands being made by the Chinese Customs Officers.

Another point which has also come to my knowledge refers to the course taken by the Kowloon Commissioner of Customs with respect to Hongkong launches. It appears that the present Commisioner as did his predecessor, is in the habit of issuing to launches licensed by this Ga-verment, permits for "towing" and for carrying excursion parties into
Chinese waters.
Under the licences which these same launches
hold from the Hongkong Goverment, they are authorised to con- -vey passengers within the waters of the Colony, and to and from places outside the waters of the Colony. It will be ob- -served that under the certificates issued by the Commissioner, copies of which I enclose, the launches are not allowed to carry passengers at all. It would appear also that under these certificates the launches are liable to be boarded by Customs Officers apparently within the waters of the Colony.

Finally I would be much obliged if Your Excellency would be good enough to ascertain from the Chinese Government the exact position which the Kowloon Commissioner of Customs holds. It has happened occasionally that he has express- -ed a dish to see me on certain matters and inasmuch as I am varu desirous to be of any assistance I legitimately can to the Chinese Authorities I have always been prepared to receive him.
